Olivier Le Ber

Olivier LE BER, Senior Transport Specialist, is the Program Team Leader (PTL) for the Transport sector in the South Caucasus countries (Armenia, Azerbaijan and Georgia) and in Turkey involving railways and road sector restructuring/financing, road maintenance and construction, traffic safety, urban transport, trade and transport facilitation as well as Economic and Sector Works. Previous activities in the same department also included participation in and/or task management of various Transport projects in the following countries: Albania, Kosovo, Macedonia, Poland and Turkey. Mr. Le Ber joined the Bank in 1999 through the secondment program and in 2000 as regular staff. Before joining the Bank, Mr. Le Ber was a civil servant of the French Ministry of Public Works, Transportation and Housing and held senior management positions in the road, port and airport sectors in France and overseas.
Current Work Program: Managing the Bank Transport Program in Armenia, Azerbaijan, Georgia and Turkey. As PTL for these countries, Mr. Le Ber has the responsibility of a large portfolio of projects (8-10 to be delivered in the next 3 fiscal years and 4 under supervision).
Strengths: First hand knowledge of various transport modes, practical experience in concessions and PPPs, procurement (as Procurement Accredited Staff), economic and financial analysis, works construction and supervision. Ability to lead sector dialogue with high Government officials and develop/manage large/complex projects; ability to work effectively with teams.
Education: M.S. in General Engineering and Economics (Ecole Polytechnique, France) and Civil Engineer degree (Ecole Nationale des Ponts et Chaussées, Paris, France). Ingénieur en Chef des Ponts et Chaussées.
Languages: (other than English): French (native).
