
Paul Guitink, Senior Transport Specialist, has over 25 years of transport sector experience in different capacities. Currently he is a Senior Transport Specialist who joined the World Bank in 1992 from the Ministry of Transport in The Netherlands where he worked as a policy advisor contributing to the liberalization of the EU road transport sector. From 1992 until 1998, he worked in the World Bank’s central transport division focusing on the mainstreaming of low cost, sustainable, and affordable transport alternatives – non-motorized transport - and road safety into the Bank’s transport agenda. For his work on non-motorized transport in the Peru Rural Roads Project he received a President’s Award of Excellence, and for his work on NMT in Bangladesh - a President’s honorable mention. He worked in Peru, Bangladesh, India, Pakistan, Ghana, Kenya and Bulgaria providing project design advice on road transport-related topics. As an Innovation Marketplace prize winner, he initiated the establishment of the Global Road Safety Partnership and was one of its first Advisors. In 1998 he transferred to the Latin America and Caribbean Region in the Bank, shifting his professional activities to direct operational work. He worked as Task Team Leader in Peru, Paraguay and Argentina, managing Transport Rehabilitation projects, and most recently prepared a Lima Urban Transport Project, jointly financed with the Inter-American Development Bank. He was also LAC’s road safety coordinator and managed various PPIAF studies on Road Concessioning (Paraguay) and Port Privatization (Peru). As per November 1, 2003 he transferred to the Europe and Central Asia region of the Bank, where he is the Program Team Leader for the ongoing Trade and Transport Facilitation in Southeast Europe (TTFSE) Program which focuses on facilitating border crossing procedures and reducing waiting times at border crossings and inland terminals in eight countries in Southeast Europe. As the Program Team Leader for a follow-up second trade and transport facilitation program (TTFSE II), he has initiated the preparation of new trade and transport projects in Bulgaria and Macedonia, and advised in the preparation of the Croatia Trade and Transport Integration project. He also represents the Bank's transport sector in several regional transport coordinations mechanisms, such as the Infrastructure Steering Group (ISG) in Brussels (EU plus other IFI's), and the Southeast Europe Transport Observatory (SEETO) supported by the EU (Western Balkan countries transport infrastructure coordination platform). Since November 15, 2003, he is based in the World Bank’s Field Office in Skopje, Macedonia. Education: Master of Law with majors in Corporate Law (University of Nijmegen) and Transport Law (Erasmus University Rotterdam).
