Charles FEINSTEIN, Sector Manager, joined the World Bank in 1988 as an Energy Planner after serving for two years as a consultant. In 1991, he became a Senior Environmental Specialist in the Environment Department's Global Environment Unit, and was appointed as its Chief in 1997. He transferred to the central Energy Department as ESMAP Principal Operations Coordinator in 2000 before joining the Latin America/Caribbean Region (LAC) in 2002. In LAC, he served as Lead Energy Specialist and Sector Leader for Finance, Private Sector and Infrastructure (FPSI) for the Caribbean Country Management Unit, and was simultaneously responsible for coordination of the LAC carbon finance portfolio.
Prior to joining the Bank, he served as a U.S. Peace Corps Volunteer and then Peace Corps Associate Country Director. His accomplishments include overseeing the initial development of the GEF climate change project portfolio, co-authorship of the World Bank’s Environmental Strategy for the Energy Sector strategy paper (“Fuel for Thought”), and fostering new public-private partnerships for market-based systems for emissions abatement. In LAC, he led the re-opening of energy sector dialogue and operations in Mexico, and built-up CMU confidence in FPSI delivery capacity through active portfolio management.
Current Work Program: Management of the Energy Sector Unit for Europe and Central Asia Region.
