Infrastructure in Europe and Central Asia

The World Bank is actively engaged in the infrastructure and energy sector of 28 countries in Europe and Central Asia. The World Bank assists countries by investing directly in infrastructure and energy projects of member countries and providing technical and advisory services. In addition, the World Bank is the implementing agency for Global Environmental Facility (GEF), Prototype Carbon Fund (PCF), and Montreal Protocol projects and has established special trust fund financing arrangements for Kosovo, and Serbia and Montenegro.

Unintentional implicit subsidies (hidden costs) to public utilities can be considered an illegitimate claim on public resources. This paper examines the role and sources of hidden costs in the energy and water sectors in the Europe and Central Asia Region.
