The World Bank will finance two (2) government participants
from non-EU ECA countries:

Albania, Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Croatia, Georgia, Kazakhstan, Kyrgyz Republic, Macedonia, Moldova, Montenegro, Russia, Serbia, Tajikistan, Turkey,
Ukraine, and Uzbekistan.  

The World Bank allows for up to 6 additional delegates per country if they self-finance their participation (air-travel and hotel accommodations -the hotel accommodations have been reserved at a special rate for all participants).

All delegates from the EU 10 member states must be self-financing:

Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, and Slovenia.
