Local Governance and Civic Engagement in Rural Russia

The World Bank, in partnership with the Government of the Russian Federation and the Charities Aid Foundation, launched a three-year pilot project in 2004 entitled Local Governance and Civic Engagement in Rural Russia, funded by the Japanese Social Development Fund (JSDF) with the support of the Ministry of Regions of the Russian Federation and Ministry of Economic Development and Trade of the Russian Federation.

The pilot project was implemented by the Russian branch of the charitable organization Charities Aid Foundation (UK) in 3 regions of Russia (Perm, Penza, and Republic of Adygeya) following a competitive selection process.  This was followed by randomly selecting districts and settlements within each region. Altogether 22 rural settlements and 8 districts were selected as pilot municipalities. They received information and consulting assistance. Goals and Objectives

The main goal of the JSDF-funded local governance project was to empower villages in taking control over their resources through strengthening formal and informal local governance institutions and engaging the public in local government decision-making activities. Read More »

The pilot project concluded in April 2007. A number of publications have been produced as part of the JSDF grant project. Monitoring and Evaluation

The unique feature of the pilot project «Local Self- Governance and Civic Engagement in Rural Russia» is a very rigorous measurement of the results. We used the opportunity of the pilot project to try to answer some key questions concerning Russian rural decentralization.
