Chisinau, Moldova, June 15, 2007 – Recently the Ministry of Finance and the World Bank Moldova Country Office collaborated in the design and delivery of a one week workshop on Project Analysis and Management. The workshop gathered a group of 24 policy analysts from several ministries to provide participants with hands-on, computer-based training on key aspects of project analysis and management and how they relate to National Development Plan priorities, preparation of public investment programming (PIP), sector strategies, and preparation of Medium Term Expenditure Frameworks (MTEF). Resource persons were from the World Bank Institute (WBI) – the capacity building arm of the World Bank – and from the local Bank office were supported by two excellent interpreters. This learning event sought to build capacity in technical aspects of project preparation, implementation, monitoring, and impact evaluation. It focused on the development context and millennium development goals of Moldova, the links between the individual projects and public investment program and their relationship with longer term goals, sector programs, annual budgets and medium term fiscal framework. The technical discussions also focused on project related issues, such as development objectives of projects, fiscal impact and sustainability, alternatives to proposed projects, evaluation of various projects using criteria of net present value, internal rate of return, financial rate of return, economic rate of return, cost effectiveness ratio and weighed cost effectiveness ratio. The workshop included examples on incorporating risk analysis and stakeholder analysis in the project preparation and how to ensure that the benefits of projects reach the intended beneficiary groups. Practical issues related to best practices in project analysis and management were integrated in this learning event with computer-based analysis of actual projects in the roads sector but examples from water, health, education, and agriculture sectors were also used to underscore key issues. Workshops on more advanced techniques of project analysis and management, including procurement training could be conducted if requested by the Government of Moldova. At the end of the event the top-level officials from the Ministry of Finance expressed their gratitude to WBI for organization of the workshop and willingness to see a continuation of similar seminars in the area of public investments in the future.
