Participants: Melanie Marlett, Country Manager, Viorel Melnic, Deputy Minister of Economy, about 40 representatives from government, donors, civil society, think tanks, economic and financial media. Short description of the event/outcome : The event aimed at presenting the findings of the "Doing Business 2008" report to Moldovan counterparts. Svetlana Bagaudinova and Umar Shavurov of the Doing Business Team presented the findings in a video conferencing mode. The presentation was followed by a panel discussion facilitated by Victor Burunsus, Program Officer, Private Sector Development and having local panelists: Valeriu Lazar - expert of the Special Parliamentarian Group for Business Regulation, and Eugen Osmochescu - head of the Regulatory Impact Assessment Secretariat.
The audience gave constructive feedback on adjusting the Doing Business methodology to the realities of transition countries which are evolving from command economies to market economies. Dorin Recean CEO of Millenium Group commended the efforts of the Doing Business Team for their commitment to support transformation in countries like Moldova by supplying international benchmarks on improving the most critical dimensions of a business environment. He underscored that the Doing Business report is an invaluable tool in defining the elements of a reality of an enabling business environment. While the policy makers are responsible for defining the appropriate tools, the business community can hold them accountable through their feedback to the Doing Business report.
Irina Astrakhan, Senior Private Sector Development Specialist with ECSPF (Private/Financial Sectors Development Department), answered the audience how the to use Doing Business complimentary to Cost of Doing Business surveys to formulate practical policy solutions for better business environment.
Viorel Melnic, expressed gratitude that the Doing Business 2008 presentation was organized for Moldova. He assured the audience that the Government is following closely the Doing Business reports to formulate policies advancing the regulatory reform agenda. He expressed the hope that the Government will be consulted closer at the preparation stage and welcomed the intent of the Doing Business team to visit Moldova in the near future.
The outcome of the event was the agreement of the Doing Business team to visit Moldova in winter to strengthen the network of local contributors and learn more from the field. The Country office will continue playing a coordination and facilitating role particularly at the stage of review of the field data collected annually. More emphasis will be placed in operationalizing the Doing Business indicators into the Country Partnership Strategy.
