CDD in Central Asia

A study was recently conducted to contribute to efforts to scale up CDD in Central Asia by assessing CDD experience to date and filling gaps in our knowledge about local institutions and social capital, the "context" for CDD.

The first phase of the report,"The Context for Community Driven Development in Central Asia: Local Institutions and Social Capital in Kyrgyz Republic, Tajikistan and Uzbekistan," was recently completed. It consisted of a review of CDD and project literature and a quick assessment of experiences through reconnaissance missions to each of the three countries. Data was collected on almost 60 Bank and non-Bank projects. The principal finding of the work so far is that very few insights have emerged regarding either the workings of communities or ways to promote participatory, sustainable community development or community empowerment.

The report recommends actions for the second phase, starting with the creation of a CDD practitioners forum in each country to promote learning and sharing and to identify and address knowledge gaps. A multi-sectoral CDD working group was formed to prepare a plan to scale up CDD in Central Asia and to provide an ongoing mechanism to share experiences, promote mutual learning and identify future pilots and analytical work.
