| | | | A successful mainstreaming of PSIA means that the question about winners and losers of policy reform is asked more rountinely by all development partners. Eventually many different stakeholders will contribute with their own analytical inputs to a public debate over policy change, enhancing the plurality of opinions and choices and debating their trade-offs.
