The conference was structured around thematic plenary and break-out sessions during the first two days, and country/sub-regional break-out sessions during the third day. They took place on May 21-24, 2007, in the Radisson Hotel in Rome, Italy.
A multi-media exhibit of young artists from South Eastern Europe was inaugurated on the occasion of the conference. It remained open to the public until June 15, 2007. The exhibit took place in the former juvenile prison within San Michele's complex, now renovated into an exhibit hall.
The Conference hosted the 2007 Innovation Grants Competition "Connecting Youth to Work and Citizenship Opportunities", which funded innovative youth initiatives in the region. The Competition was sponsored by NOKIA and the World Bank Small Grants Program. The Award Ceremony took place on May 24, 2007, in the Radisson Hotel.
