In moving to a market economy, secure rights in immovable property were essential for the development of the Kyrgyz Republic. Without clear and secure rights, it was difficult and expensive to buy and sell real estate or to use real estate as security for a loan. The Government could not administer land and real estate policy appropriately. Information on land and real estate in the Kyrgyz Republic had been collected and maintained in an uncoordinated and incomplete manner by a number of different agencies, including the Bureaus of Technical Inventory, Land Agency offices, city and regional Architects’ Offices, the State Property Fund, the State Cartographic Agency, and others. Furthermore, as the process of initial privatization of immovable property moved forward, the rapidly growing amount of information pertaining to rights became difficult to access and retrieve. As a result, it was of limited use.
In 2000, the Land and Real Estate Registration Project was started to support the development of markets for land and real estate and also to improve their use. This is being achieved by introducing a reliable and well-functioning system for the registration of rights and the creation of Gosregister, the state agency which established the legal and administrative basis for registration of land and real estate. The project will be completed by the end of 2008.
