Economists know that time is money, so training officers from Armenia's Ministry of Finance were taking a shortcut as they explore how they can use distance learning programs to train public servants. Officials in Yerevan asked staff of GDLN affiliates and World Bank project managers in Ukraine, Slovenia, and Washington for advice in a GDLN videoconference on November 8, 2005, focusing in particular on how to strengthen the skills of government officials involved in public sector modernization projects.
During the session, Armenian participants heard from the GDLN affiliates about their work on distance learning and training events with local and regional development partners. They also informed themselves on a number of specific issues, such as how Affiliates develop or "borrow" courses from GDLN and from partner organizations; themes addressed in these courses; alternatives that can be used when training facilities are limited (for instance combining on-line courses and self-study, based on the course materials, to supplement videoconferencing); and opportunities for adapting courses offered by Russian-speaking GDLN affiliates to an Armenian context and audience.
Going forward, staff from the GDLN affiliates in Kiev ( http://www.academy.kiev.ua ) and Ljubljana ( http://www.cef-see.org ) will continue to explore collaboration with their colleagues in Armenia. The World Bank's GDLN team for Europe and Central Asia will facilitate this process by sharing additional information about existing learning programs that are offered through the Network, and is planning to follow up during a visit to Yerevan in early 2006.
