E-Government Portals in Kazakhstan - A GDLN VideoSeminar

GDLN delivered a video seminar as part of the e-government component of JERP, the Joint Economic Research Program. Launched in 2002 the JERP is co-financed by the World Bank and the Government of Kazakhstan and intended to ensure that analytical services are supporting Government’s thinking and decision-making process in key strategic areas. Areas of focus are determined by the Government in consultation with the World Bank on an annual basis. Within the framework of this partnership the Kazakhstan JERP eGov team and the GDLN ECA team jointly developed the video seminar on "Implementing e-Government Portals: Technical and Organizational Issues".

The seminar featured several international speakers who delivered their presentations through video-conference. Presentations included one from ISG as well as several country case studies and experiences from (i) Korea, (ii) US (Montgomery County and State of Maryland) and (iii) Canada, covering the following topics: 

  • Technology Aspects (including choice of platform, examples of specific software used)
  • Portal architecture (functionality, interaction btw. different sub-portals, authentications system, payment system etc), and 
  • Organizational and legal aspects (e-services life cycle, monitoring and evaluation, laws and regulation, corporate identity).
