Transformation of Legal Systems delivered by Vilnius DLC, Lithuania

The first of a multi-session GDLN program on "Transformation of Legal Systems in Central and Eastern Europe"  was delivered by Vilnius GDLN Affiliate - Vilnius Distance Education University - to participants in Ukraine and Russia, on December 21, 2005.  The 5-session program has been entirely developed by Vilnius DE University legal experts and will address core issues of legal system reforms in post-Soviet countries: implementation of the rule of law, human rights protection, independency of courts, equality before the law, and equal access to justice. This first seminar featured speakers from the Lithuanian Institute of Justice, the Taras Sevcenka Foundation and the International Relations Department of Vilnius University. 

After completing the five modules planned for this course, participants should be able to analyze the strengths and weaknesses of legal system reform in their country, to identify the most problematical areas and to use experiences of other countries in finding the ways for improvement of reform.  
The program is the second GDLN program developed by an ECA GDLN Affiliate with the support of the WB ECA Grants' Program started this fiscal year.  Five more programs will be developed and develired in 2006 by ECA Affiliates in Ankara, Belgrade, Milano, St. Petersurg and Zagreb.
