CPS Consultations and Completion Process

The CPS is a document designed in a participatory manner, and its key elements are discussed with civil society (NGOs, media, local experts, communities, etc.), the private sector and other donors prior to its completion. During the meetings, members of the Bank’s team brief those present on proposed strategies, on-going programs, and instruments for their implementation. The floor is then open for discussion to receive feedback and information on the population’s priorities for development and on ways in which the Bank can help address them.

The Bank’s team records and compiles feedback provided during the consultations and uses it in designing the CPS. For example, the Bank may decide to place greater emphasis on a particular sector or give greater recognition of key constraints identified. But the consultative process is not binding. The World Bank agrees to provide answers to feedback received, pointing out - whenever possible - which suggestions have been incorporated into the CPS and which have not, and why. A summary of feedback received is disseminated. Consultations are also expected to serve as the basis for dialogue between the World Bank and the Kazakhstan society beyond the CPS framework. Before a CPS can be implemented, it needs to be discussed by the World Bank’s Board. This is because the World Bank is owned by more than 180 member countries whose views and interests are represented by a Board of Directors, including those of Kazakhstan. The CPS was  finalized after the Board discussion on September 2004. CPS is expected to be disclosed to the public with the agreement of the Government. In addition, the Bank prepares a CPS Public Information Notice, which summarizes the main issues in the CPS.
