On 21 October 2011, World Bank Country Office in the Kyrgyz Republic held a stakeholder discussions meeting.  The goal was to discuss with interested parties issues related to textbook development and per-capita financing in education.  The meeting brought together representatives of civil society organizations dealing with various issues, including human rights, budget transparency, anticorruption issues, and education.  Members of the Public Supervisory Council under the Ministry of Education and a number of school principals also participated in this meeting.

World Bank Country Manager Alexander Kremer noted that this sectoral meeting was held in a framework of a program of engagement with civil society organizations.  His presentation “Challenges and development objectives in education” summarized the main challenges in the sector and the goals of the World Bank in providing support in this area.  The Bank’s Senior Education Specialist Dingyong Hou presented in more detail the results of the Rural Education Project, and discussed textbook development and the per-capita financing concept.

Participants expressed views on a broad number of issues in the sector of education, including recommendation regarding implementation of Bank-funded projects and increasing engagement of civil society at all stages of project preparation and implementation.
