FIAS in Russia

Since 1992, when FIAS first came to Russia, it has undertaken several assignments at both the Federal and Regional levels of government on various aspects of investment climate improvement. In 2000 FIAS started a large scale project on identifying and removal of administrative barriers to investment and business development. Special attention was paid to business access to land and real estate.

1999	Investment policy	Conducted an assessment of the FDI implications of the country's WTO accession
2000	Investment policy: Law	Reviewed the investment law
2001	Administrative Barriers	Carried out a study of administrative barriers to investment within four regions in Russia: Novgorod Oblast, St. Petersburg, Leningrad Oblast, and Sverdlovsk Oblast, with recommendations for improvement. Similar work was carries out in Tomsk Oblast
2002	Administrative Barriers	Developed a methodology as part of a follow-up administrative barriers study
