Project Management

• Lead coordinator of the Project · Ministry of Labor and Social Development of the Russian Federation;
• Subcoordinator on statistical issues · State Committee for Statistics of the Russian Federation;
• Co-executer of the Project · the World Bank (financial management and technical assistance);
• Co-executer of the Project · UK Department for International Development (DFID) (Project financing).

Coordinating Council

Functioning based on the Regulation on Coordinating Council, approved by a joint order of the Minister of Labor and Social Development and the Chairman of the State Committee on Statistics of July24, 2002.

It is formed by the employees of the headquarters of the MLSD of Russia, Goskomstat of Russia, the Russian Ministry of Economic Development, the Russian Ministry of Finance as well as representatives of other interested departments, and also representatives of the World Bank and DFID.

Its major functions are:

• Forming of the Working Groups on a single Project directions, definition of their tasks and the range of their authorities, coordination of their activity;
• Examination and approval for publishing of interim results and final reports.

Working groups

• Working group on Poverty Monitoring and Analysis;
• Working Group on Poverty Statistics and Measurement.

Functioning based on the Regulation on Working Groups, approved by the first meeting of the Coordinating Council.

It is formed by the employees of the MLSD of Russia, Goskomstat of Russia, the Russian Ministry of Economic Development, the Russian Ministry of Finance as well as representatives of other interested departments, and also representatives of the World Bank.

Their major tasks are:

• Consideration of Terms of Reference projects;
• Participation in the preparation of the lists of candidates for consulting services provision by means of comments and expert judgments;
• Examination of interim and final reports of consultants.
