In an appropriate policy and institutional environment there is no question that Russian agriculture could prosper and make a substantial contribution to the national and global economy. Its productive potential is enormous, first, because its area is huge. In addition, the fertility of its soils, its climate in many areas, and its human capital combine to make its capacity for efficient production among the greatest of any country in the world. Income growth in agriculture could play a key role in alleviating increasing poverty in rural areas, where living standards have plummeted. Through increased technical and economic efficiency, Russia should be able to restore its position as a major producer and even exporter of many crops, and thereby integrate itself into world food markets.

The study formed the basis for an in-depth discussion in a workshop hosted by the Ministry of Agriculture of the Russian Federation and the World Bank in October of 2001. Participants included several ministries of the Russian Government, the OECD, academics, and representatives of civil society. While it would not be accurate to say that there was a virtual consensus on the direction that should be taken by future policy, there was nonetheless a widespread recognition that many of the policies of the past have been counterproductive and should be reformed.This report attempts to reflect the areas of consensus as well as the differing views, based on the discussion in the workshop.

Local self-government is one of the cornerstones of the constitutional structure of theRussian Federation; it stands closest to the population and provides the most immediate protection of the public interest. Those interests are based on the life of the community and its interaction within a given territory. Local self-governance is an important mechanism for the formation of civil society in Russia, and has a unique place in its development. A true people's government involves members of the local community in the process of public decision-making.
