World Bank-DFID Trust Fund for Support to Public Administration and Governance for the Russian Federation (TF070828) Russia as a Donor Initiative Child TF Short Term Consultant – Operations Analyst Background 1. The World Bank is administering a DFID Trust Fund (TF) “Russian Federation: Support to Public Administration Reform and Governance”, which runs from 2007-2010. The TF supports government efforts to make public administration and governance in Russia more efficient and effective at the federal level and in selected participating regions. The World Bank intends to engage a consultant to provide substantive and coordination support for a new initiative to establish an arrangement, through the above TF, to support the RF in establishing an effective and sustainable ODA delivery system (henceforth referred to as the “Russia as a Donor initiative” or RDI). A Coordination Group will be established to provide strategic guidance and overall oversight of the activities to be covered under the RDI. Objective of the Assignment 2. To provide ongoing operational support for planning, delivery and reporting on the Russia as a Donor Initiative under the Bank implemented window of the DFID TF. Assignment Scope and Responsibilities 3. The scope and responsibilities of this assignment include, but are not necessarily limited to, the following: a) Providing research, operational, coordination and logistical support to the RDI TTL on RDI/ODA issues (including, as needed, coordination of consultants and dissemination of best practices) through: - Liaising with technical staff of federal authorities, development partners & development partner-funded organizations to ensure efficient information flows on RDI and ODA activities;
Preparing draft action plans, operational monitoring updates and RDI progress monitoring reports, collecting information to assess progress towards program output and outcome objectives; Coordination of TORs preparation, arranging for selection of consultants and contracts issuance per WB procurement rules and guidelines; Monitor the DFID RTI TF budget, actual expenditures and commitments for DFID TF-financed work pertaining to the RDI; Organizing knowledge-sharing activities under the RDI, including workshops, seminars and learning visits abroad to donor and ODA beneficiary countries; Supporting the RDI TF TTL by preparation of draft reports summarizing ODA/RDI-related development partner-supported activities in Russia, including periodic and special TF implementation and monitoring reports;
b) Functioning as a resource center on ODA issues including but not limited to collecting information, facilitating information exchange, and ensuring maximum cross-program dissemination of RDI and ODA-related outputs and other RDI-related materials : Preparing and disseminating materials for federal authorities involved in RDI and ODA issues; Developing and delivering outreach activities on RDI through the Moscow Secretariat for Russian stakeholders and development partners (e.g. knowledge-sharing activities, seminars, conferences); Arranging for periodic news updates on RDI progress, using the WB MO web-site, and other means according to guidance from RTI TF TTL and MO Senior communications Specialist.
c) Establishing and maintaining a database and information on on-going and planned support (by Russia’s development partners and activities financed by the Russian Federation budget) for the emergence of the RF as a key global donor; d) Serving as a secretary for the Coordination Group, that would include drafting the agendas, minutes of the meetings, arranging for timely information of the sessions of the CG, dissemination of the necessary background information and follow up. 4. A key accountability of the consultant will be to continuously review the progress of achievement of DFID TF results indicators for work pertaining to the RDI. For this purpose the consultant will (a) maintain a close watch on progress of DFID TF-financed activities across RDI activities and bring to the attention of the RDI TTL any delays or challenges that may impede achievement of the TF results indicators; (b) propose updates to the DFID TF logframe indicators for DFID TF-financed work pertaining to the RDI; and (c) monitor the DFID TF budget, actual expenditures and commitments for DFID TF-financed work pertaining to the RDI. Reporting and Liaison 5. The consultant will report to the Task Team Leader (TTL) of the RDI. The consultant will also coordinate with other staff of the Development Partners Secretariat. Contract Duration 6. The initial contract will be for 90 days with effect from the date of signing of the contract. The contract may be renewed depending on performance and resource availability with overall length of up to March 2010. Consultant Qualifications and Experience 7. The consultant should possess not less than four years of experience directly relevant to the assignment. The consultant will also be expected to possess the following qualifications and experience: a) Degree in public administration, political science, economics, finance or related field; b) Demonstrated track record of not less than 2 years in effectively coordinating programs, including their planning, monitoring, events management and reporting; c) Strong communication, interpersonal and networking skills and ability to perform in a multi-cultural environment; ability to form effective working relationships with a wide range of counterparts; excellent oral and written presentation skills; d) Familiarization with ODA and practical work of donor agencies; previous involvement in analytic work in these areas would be an advantage; strong analytic and writing skills with ability to work under tight delivery deadlines and work pressure in a multi-cultural environment across time zones; e) Knowledge of World Bank procurement and fiduciary guidelines is an advantage for the candidates; f) Computer literacy with demonstrated ability to (a) work with word-processing, statistical and presentation applications and (b) perform editing and compiling functions in respect of analytic and research outputs; g) Native Russian speaker with fluent English written and spoken skills. Consultant for Russian Education Team Overview The World Bank has initiated a Regional Development Program during the last year that aims at introducing new ways for the Bank's work in Russia that includes possible financing products directly to Russia's regions or analytical cooperation directly with regions. This is the main focus of the Bank's Partnership Strategy with Russia over 2007 - 2009. Education is one of the areas for the Bank's involvement on the regional level where the Bank has global and in-country experience and where the regions are interested to work with the Bank. Particularly the Bank provides the advisory services to the regions in such areas as preschool, vocational and tertiary (higher) education. Brief Job Profile The Bank's office in Moscow intends to hire services of a consultant that could assist the Bank in provision of the advisory services to the regions of Russia. Consultant will provide the education team with the services of the operational analysis, i.e. responsibilities will include assisting the education team of Russian Country office in broad scope of services: (i) preparation of the advisory services program for Russian regions, (ii) supervision of the program implementation process and collaboration with counterparts, (iii) collection and processing the data, (iv) drafting reports and official documents. Consultant Qualifications and Experience The consultant is expected to have higher education degree (preferably in social sciences). Some experience of working on social projects, preferably in public sector would be an advantage.
