Moscow, September 1, 2008 - Minister of Transport of the Russian Federation Igor Levitin has met with World Bank Russia Country Director and Resident Representative Klaus Rohland. Igor Levitin informed Klaus Rohland about the plans of the Ministry of Transport to bring private investments to finance the development of the transport infrastructure.
The Minister also said that bids would be opened in mid-September for two tenders to award concession agreements to finance, construct and maintain on a user fee basis “The 15th to 58th kilometer segment of the Western High Speed Diameter Road”, and the “New Exit to the Moscow Outer Ring Road from the Federal Automobile Road M-1 “Belarus” “Moscow-Minsk”.
In turn, K. Rohland briefed I. Levitin about the key avenues of the Bank's operations in Russia. Currently, he noted, the World Bank is engaged in a number of regional projects to promote private-public partnerships, such as providing assistance to the Administration of St. Petersburg, the Kazan Airport Development Project, and PPP Advisory Services in the Volgograd Oblast. K. Rohland also suggested discussing the possibility for the World Bank to provide advisory services to the Ministry of Transport to promote investments and design a methodology to identify non-budgetary sources of investments for the Federal Targeted Program “Development of the Transport System of Russia (2010 - 2015)”. Under the program, more than 50% of funding will be provided by non-budgetary sources.
