Opening remarks by Pedro Alba, World Bank Country Director for Russia English | Russian
Moscow, March 21, 2011 – Today, the Accounts Chamber of the Russian Federation hosted the conference “Strategic Audit under Transition to Program Budgeting and Contracting System” organized in close cooperation with the World Bank.
The event benefited from presentations by Sergei Stepashin, Chairman of the Accounts Chamber of the Russian Federation, and Pedro Alba, World Bank Country Director for Russia.
“The decision to implement more result-oriented approaches in budget planning and execution is an important further step in the reform process, said Pedro Alba, the World Bank Country Director for Russia. - While this reform is being driven by the Ministries of Finance and Economy, the Accounting Chamber has a critical role in supporting the change."
A Memorandum of Understanding between the Accounts Chamber of the Russian Federation and the World Bank was signed in the course of the conference.
The Memorandum of Understanding, bearing signatures of Sergei Stepashin and Pedro Alba, provides for cooperation in the following areas:
exchange of experience in the evaluation of the efficiency and effectiveness of the use of national resources;
development of systems of key national indicators, financial monitoring over the status of the national payments system;
audit of performance budgeting and financial statements audit in the public sector;
organization of a series of international workshops on performance audit as well as implementing of the joint research projects on a range of issues of mutual interest that could contribute to improving the system of external financial control on the territory of the Russian Federation.
