MOSCOW, April 26-27, 2011 - The workshop took place in Moscow on the 26 and 27 of April 2011, as part of the World Bank Technical Assistance project “Health Financing and Organizational Reforms in the Russia Federation”.

The objective of the workshop was to present to health policy decision makers of the Russia Federation global best practice on health financing reform with a specific emphasis on provider payment systems and financial incentives for outpatients and inpatient care, in the context of the new Mandatory Health Insurance law approved in November 2010.

The workshop took place at the World Bank office in Moscow with the participations of about 40 representatives of the Federal Ministry of Health, the Federal Compulsory Health Insurance Funds, Regional Ministries of Health and Regional Compulsory Health Insurance Funds and the academia. World Bank staff and international experts presented international experiences on health financing and provider payments reforms implemented in various European countries, and engaged Russian policy makers in open discussions regarding future direction of health financing reforms in the Russia Federation.

The workshop comprised the following interactive sessions and panels.

Session I. Paying for health: align incentives to quality and efficiency

Provider payment systems are the set of rules regulating the transfer of pooled funds to providers (the purchasing activities). Provider payment systems determine the overall allocation of resources within a health system. Additionally provide economic signals to individual providers, who respond to those signals to maximize the positive and minimize the negative effects on their income and other interests.

Therefore, provider payment systems affect the quality and quantity of care provided and, in turn, the overall costs and effectiveness of the health system. The session provided a general overview of most efficient, result oriented provider payment systems for PHC and hospitals services, in particular systems which provide incentives, such as pay-for-performance (P4P) strategies for prevention, early detection of diseases and better health outcomes.

Session II. Implementing health financing reforms: Lessons from Europe

The session also presented the lessons learned from the implementation of health financing reforms in Estonia, Slovenia and the Russia Federation, the introduction of prospective payment system for inpatient care in France and Germany and their effects on the volume of health services provided and their quality.

Session III. World Bank support to health financing reforms in the Russia Federation

In this session World Bank specialists presented their experience in supporting health financing reforms in the Europe and Central Asia region, and engaged the audience in a discussion surrounding the aspects of the reforms.
