Ukraine: Country Economic Memorandum

Much has been achieved in Ukraine in national consolidation, the establishment of the basic institutions of democracy and a market economy. But almost 20 years after gaining independence, the economy has yet to regain the income level it had in Soviet times. Looking back at the first two decades of transition, the overwhelming sense is of a country performing well below its potential. Ukraine has vast opportunities to benefit from the next phase of globalization given its enviable geographic location, abundant natural resources, and educated labor force. Yet, as this report argues, the country will require deep fiscal and structural reforms to realize its full potential. The decisions that Ukraine’s leaders take now and over the next three years could make the difference between a low-growth, muddle-through scenario and a scenario of rapid modernization, turning Ukraine into a powerhouse in Eastern Europe.... Read More

Modernization of the District Heating Systems in Ukraine: Heat Metering and Consumption-Based Billing - (March 2012) The study outlines a multi-step process for Ukraine to consider. In the short term, the necessary step in improving efficiency of heat consumption is the introduction of heat metering with temperature controls and consumption-based billing. Building-level heat meters should be installed in all Ukrainian buildings that use district heat together with temperature controls at individual heat substations. Consumption-based billing should become obligatory.Read More 

Informal employment in Ukraine - (April 2011) Informal employment in Ukraine is significant. In 2010, 4.6 million people in Ukraine worked in the informal sector, equivalent to 22.9 percent of the total employment. Reducing informality is important for Ukraine’s development in terms of social cohesion, protection of workers, labor and product market efficiency, increased productivity, rule of law, and governance. The four technical notes provide an overview of the scope and main characteristics of informal employment in Ukraine and present international experience in addressing this issue. They also cover international experience of reforms with regard to the labor code and labor inspection services which are an integral part of a comprehensive policy to reduce informality. Read More

Ukraine: Trade and Transit Facilitation Study - (May 2010)
The report, prepared with financial assistance of Dutch grant assisting Ukraine to improve its international competitiveness and public finance management, provides a basic diagnostic of trade and transport logistics and facilitation issues in the country. It looks at trade and transport facilitation from the point of view of exporters and importers and makes recommendations how Ukraine can fully exploit its geographic location to become a transit hub in the region. Ukraine Labor Demand Study - ( July 2009)
This labor demand study is one of the outputs of the World Bank’s collaboration with the European Commission (EC) and the European Training Foundation (ETF). The goal was to issue joint policy recommendations for the modernization of the education system and to boost the development of human capital in the Ukraine. The study reflects coordinated research in the areas of skills supply and labor market demand. The study provides a diagnosis of demographic and health challenges in Ukraine and relates these challenges to experience and evidence from other European countries.Ukraine has the highest depopulation rate in Europe, the Report concludes. The probability of reaching old age in Ukraine is lower compared to Central European countries. This is especially true for Ukrainian males, with adult male deaths being at levels comparable to countries with less than one-fifth the GNP per capita of Ukraine.

Technical Regulations in Ukraine: Ensuring Economic Development and Consumer Protection - (June 2008)
Ukraine can boast on the upside a vast number of well qualified specialists in MSTQ institutions. Its technical infrastructure is better than some of the neighboring countries, but lack of rationalizations (far too many laboratories in too many overlapping institutions) means that it is practically impossible to upgrade at the present stage. Improving Intergovernmental Fiscal Relations and Public Health and Education Expenditure Policy: Selected Issues - (February 2008)
The Programmatic Public Finance Review (PFR) (in two phases) has the objective of addressing key issues in public finance that face Ukraine today and recommending options for reform within a consistent, and pro-growth, macro-fiscal framework. The PFR covers the following selected areas and issues: (i) the identification of options for broadening the tax base and improving compliance to allow gradually reducing the tax burden; (ii) the identification of options for achieving expenditure savings in selected areas of the budget; (iii) the estimation of the likely fiscal impact of key reforms to the pension system; (iv) the identification of weaknesses in the process of capital budgeting and the provision of options for its strengthening; (v) the identification of weaknesses (and incomplete reforms) in the intergovernmental fiscal framework and of options for its improvement; (vi) the identification of options for achieving higher levels of efficiency in public spending on health and education; and (vii) the evaluation of the process of local capital budgeting. The first four objectives were covered in PFR Phase I, and the latter three are covered in this report (PFR Phase II).

Ukraine: Poverty Update - (July 2007)
Ukraine recorded one of the sharpest declines in poverty of any transition economy in recent years. The poverty rate, measured against an absolute poverty line, fell from a high of 32 percent in 2001 to 14 percent in 2004, and then again to 8 percent in 2005. The main cause was the rapid increase in labor productivity in recent years, driven by increased capital utilization following the initial output contraction of the early 1990s, and more recently, increased domestic and foreign investment.
