Choose Your Future Today: Improving Work Opportunities and Developing Healthy Lifestyles for Young People What is Development Marketplace (DM)? Development Marketplace is a competitive grant program of the World Bank that funds innovative, small-scale development projects through an open, transparent, and merit-based selection process.В DM’s primary objective is to identify and support creative cutting-edge solutions to the most pressing social and economic concerns of our time, ideas that deliver results and have the potential to be expanded or replicated elsewhere.В In this way, the World Bank gains insight from grassroots practitioners who have important contributions to make in its fight against poverty, and can share their experience with the broader development community. What is the Ukraine-Belarus-Moldova Youth Development Marketplace 2008? There are two main objectives of the Ukraine-Belarus-Moldova Youth DM: i) Identifying and supporting small-scale innovative ideas at the grassroots level targeting youth through an open, transparent and competitive process, ii) Creating a platform for engaging civil society groups especially those engaged in issues on youth in development. The theme of the Ukraine-Belarus-Moldova Youth DM 2008 is “Choose Your Future Today: В Improving Work Opportunities and Developing Healthy Lifestyles for Young People”.В Proposals are now solicited from entities that work on youth-related development issues.В
What are the eligibility criteria for this competition?
Applicant Profile:В
- The applicant organization must be a legal entity.В The competition is open to registered youth and other civil society organizations (CSOs), including non-governmental organizations (NGOs), as well as foundations, academic institutions, private sector and other organizations.
- Either the applicant organization or the partner organization has to be a youth organization or a youth group .В If the applying organization is not a registered youth organization, it has to apply in partnership with a youth CSO/NGO or an unregistered youth group/association.В
- One of the parties must be based in /resident of one of the countries of implementation.
- Individual applicants without any affiliation to a registered organization are non-eligible.
Project Profile: В All projects that address one or both of the sub-themes: - Improving Work Opportunities, and - Developing Healthy Lifestyles for Young People, are eligible to compete. Projects with the primary output of research or knowledge, such as publications or conferences, formal education or scholarships are not eligible for the competition.В Any recurring costs such as regular staff time or rent of office space can also not be financed by the grant.
Countries of Implementation:В Proposals must target one or more of the following countries: Belarus, Moldova, and Ukraine.В Implementation Criteria:В A total counterpart contribution of minimum 25% of the grant amount, in funds or in kind (such as staff time or rent), from the organizations involved in the proposal is required and should be clearly indicated and adequately calculated in the budget. Proposed activities must be completed within 12 months of receiving the grant. Language:В Short proposals may be submitted in Ukrainian, Belarusian, Romanian, Russian, or English using the provided format.В Once selected as a finalist, you will be asked to prepare a full proposal either in Russian or English. How will my proposal be assessed? All eligible proposals will be reviewed by youth development experts using a pre-determined set of criteria (see the “Assessment Criteria” box). Approximately 40 finalists from the three countries will be selected through an open, transparent, and merit-based process.В Once selected, all finalists will be asked to prepare a more comprehensive proposal either in Russian or English language within a given time frame (see the “Important Dates for the Competition” box).В Finalists will then be invited to attend the Development Marketplace event in Kiev, Ukraine to present their proposal to an international jury comprised of development experts, and to the general public. The jury will select 10-20 winners who will receive complete funding of their proposal based on the “Assessment Criteria” listed below.В
Assessment Criteria Innovation: extent to which the proposed idea varies from current approaches. Results and Measurability: demonstrate mechanisms to monitor and measure the project effectiveness. In particular, demonstrate clear, measurable outcomes. Sustainability: demonstrate the organizational and financial capacity to continue the operations beyond the DM funding. Growth Potential: capacity to scale up and reach additional beneficiaries or be replicated elsewhere, in particular, to be applied at a larger scale. Realism: a realistic implementation time frame, budget, and human resource
Everything being equal, additional weight is given to proposals incorporating:
Partnerships: bringing different stakeholders together and the potential to initiate strategic alliances between countries, institutions or sectors and push for changes on policy level. Partnerships of NGOs and other stakeholders in project design and implementation. Proposals targeting more than one country. Targeting and engaging most vulnerable groups: ability to engage and support the socio-economic development of marginalized communities, and / or target most vulnerable groups or deprived areas (e.g. rural youth, ethnic minorities and areas populated primarily by ethnic minorities).В Presence in the rural areas or creating opportunities for NGOs to be located in the regions. Ownership and Community Involvement: ability to create synergies, emphasize community contribution and utilize the strengths and the resources of the respective communities. Promoting Gender Equity: ability to promote inclusion and active participation of young women. What are the key dates for the DM? Important Dates for the Competition

January 18, 2008: Deadline for all proposals (Proposals will be accepted in Ukrainian, Belarusian, Romanian, Russian, and English).
February 15, 2008: Finalists announced.
March 10, 2008: Finalists proposal due (Proposals will be accepted only in Russian or English)
