Operations Officer, Grade GF, based in the World Bank Kyiv office within the Sustainable Development Department (ECSSD) General Job Description The Operations Officer (OO) will provide substantive operational, research, logistical and other support to Sustainable Development Department (ECSSD) in the World Bank’s Regional Office in Kiev, Ukraine. His/her support to investment projects, technical assistance and analytical activities carried out by ECSSD will range from project identification, preparation, appraisal, implementation, to supervision. Recruitment into this position is open to individuals with a Master's Degree, and with a minimum of five years of experience in the infrastructure, urban development, disaster management, social development and environmental sectors. Experience in managing logistical support for multi-disciplinary projects financed by international financial institutions is an advantage. Job Requirements and Accountabilities The OO will contribute to operational activities at all stages of the project cycle, including participation in the design and development of specific project components. Responsibilities may include independent research, data collection and analysis, coordination and liaison functions with the government, project implementation entities, donors and other development partners, and preparation of project supervision and implementation reports. The successful candidate is expected to provide overall leadership in the local logistic support to ECSSD task teams and support them in conducting a wide range of operational, country and sector activities, to collect, review and interpret information and data, and to identify issues and recommend actions/solutions. The job requires frequent interaction with clients and task team members in the formulation and implementation of the ECSSD program. In particular, communication requirements include interaction with government officials, NGOs and variety of international and other partner organizations, and advising ECSSD team leaders and staff on the priorities and key issues for the Bank clients and development partners. As required, the OO prepares briefing material on the ECSSD program and project issues and follows up on portfolio issues in close cooperation and coordination with task team leaders. In coordination with the SD management, CSCs and TTLs, the OO develops new business lines and helps the Bank promptly respond to new opportunities to address client needs in SD areas of responsibility. In coordination with other team members, the OO may be requested to draft sections of loan package documentation such as the Project Appraisal Document (PAD), Project Implementation Plan (PIP) and other loan documentation. The OO could also be asked to draft reports presenting key findings and lessons learned during implementation by both the borrower and the Bank. The OO conducts independent discussions with clients on selected issues identified by task managers, prepares minutes of meetings and participates in negotiations. Essential Skills and Competencies Solid academic background (Master’s Degree or higher) and significant experience with international financial institutions, regulations and workings of the government, and processing of public investment projects in Ukraine. Proven ability to develop and maintain contacts with the government officials and other development partners, through a strong client orientation, excellent communication and presentation skills, and good understanding of the fundamentals driving clients’ priorities and approaches. Ability to function effectively in multi-disciplinary teams, to deal sensitively in multicultural environment, build effective working relations, and ensure timely delivery under tight deadlines through careful planning and flawless execution of the local logistical support. Proven analytical and problem-solving skills and proven ability to apply these in carrying out complex research and operational tasks, identifying issues, presenting findings/ recommendations and contributing to resolution of sector and country issues. Ability to perform a broad range of portfolio management tasks, e.g., monitoring the implementation of projects under execution; monitoring the progress of country strategy; regularly preparing and reviewing progress reports, and identifying and following up on issues, participation in supervision missions, etc. Advanced computer skills and full proficiency in the use of relevant software applications (MS Word, Excel, Power Point etc.) General Competencies Excellent communications skills (English, Ukrainian and Russian) in oral presentations and in writing sections of papers, letters, briefs, independent reports, etc. Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines. Strong interpersonal skills and ability to work effectively with internal/external partners and promote collaboration in a multi-cultural environment. Minimum Education/Experience at recruitment/selection Minimum Education: MS/MA. Minimum Years of Direct Relevant Experience: Five years.
