The World Bank has been actively involved in promoting sound financial management in both the public and corporate sectors. In the corporate sector, the World Bank has been responsible for the Accounting and Auditing Reports on the Observance of Standards and Codes (A&A ROSC) program, through which the Bank: (a) evaluates the quality of national A&A standards and assesses compliance with those standards, and (b) assists countries in developing an action plan for improving the institutional framework that underpins the corporate financial reporting regime in the country. To date, A&A ROSCs have been conducted in 62 countries, 12 of which in the Latin America and the Caribbean Region (LCR). For more information on the A&A ROSC Program, please click here. In the public sector, in conjunction with the IDB, the World Bank has carried out Country Financial Accountability Assessments (CFAA) to assess public financial management (PFM) systems in 20 countries in LCR. The CFAA is an important tool because effective management of public finance is an essential ingredient of development and the implementation of poverty reduction strategies. The CFAA facilitates a common understanding among the government, the World Bank, IDB and other development partners on the performance of the institutions responsible for managing the country's public finances. This common understanding helps to identify priorities for action and informs the design and implementation of capacity-building programs. Projects in the cluster are designed to enhance and modernize financial and capital markets in the region, enterprise competitiveness, and regional integration. Core objectives include: International Federation of Accountants (IFAC)
The International Federation of Accountants (IFAC) is the global organization for the accountancy profession. Its works with its 155 members and associates in 118 countries to protect the public interest by encouraging high quality practices by the world's accountants. IFAC members represent 2.5 million accountants employed in public practice, industry and commerce, government, and academia.
IFAC has established the Developing Nations Committee (DNC) in order to share information and increase cooperation in strengthening accountancy bodies and contributing to economic stability worldwide. The DNC supports the development of the accounting profession in developing nations by aiding their participation in the international standard-setting process and their efforts at seeking resources from member bodies and other organizations in developed nations.
Closely linked to the DNC initiative, IFAC also carries out the Member Body Compliance Program as a means to evaluate the quality of members' and associates' endeavors to meet IFAC membership requirements. IFAC member bodies and associates participate in three parts of the compliance program, which seek to understand whether and how the Statements of Membership Obligations (SMOs) are being fulfilled. The information gathered will form the basis for evaluating whether members and associates have used their best endeavors to meet the SMOs' requirements. The program's primary objective is one of encouragement and improvement.
