GENDER AND INFRASTRUCTURE: December 3-4, 2009 - Lima, Peru

This innovative workshop focused on mainstreaming gender into infrastructure projects. The event was part of regional series sponsored by the Multilateral Development Banks Gender Working Group, that seek to promote MDG3: “Promote Gender Equality and Empower Women”. The workshop brought together development practitioners from the public and private sectors, government agencies and academics, to build practical, hands-on skills for gender mainstreaming throughout the project cycle. The format allowed participants to share knowledge and best-practice on gender equality in infrastructure projects from across the world, and address real-time issues such as client needs in light of the current international economic crisis. Mainstreaming Gender Equality in Infrastructure Projects Latin America and the Caribbean Workshop 2009
December 3-4 - Lima, Peru

The Gender Equality in Infrastructure workshop in Latin America and the Caribbean, was part of a series sponsored by the Multilateral Development Banks Gender Working Group (MDB)[1].
The workshops aimed to:

  • Develop the capacity of MDBs’ and client countries’ staff to mainstream gender in infrastructure operations throughout the project cycle, including results monitoring and evaluation;
  • Share knowledge and experiences on gender equality in infrastructure projects;
  • Ensure greater integration of gender issues in infrastructure rescue packages linked to the current international economic crisis; and,
  • Develop a common platform of work across MDBs.

The objectives of the workshops were aligned with MDG3, “Promote Gender Equality and Empower Women”. Mainstreaming gender equality in infrastructure projects ultimately intends to:

  • Foster equal participation in infrastructure project design, implementation and benefit sharing;
  • Ensure that women’s needs for infrastructure services are taken into account; and
  • Promote women’s equal access to the infrastructure labor market, to infrastructure-related enterprises, and female-owned enterprises, through fair practice and bidding processes.

The main sectors covered by the workshops were: Energy, Transport, Water, Sanitation and Irrigation.

The first workshop took place in Manila[1] in November 2008 under the joint leadership of the World Bank and the Asian Development Bank. Around 85 people participated, mainly senior officials and staff from infrastructure and gender ministries, and institutions of eleven Asian countries, staff from the Asian Development Bank, bilateral organizations and NGOs. The LAC workshop was the second workshop, and a third workshop will be held for the Africa Region in 2010.

Co-sponsors:
The workshop for Latin America and the Caribbean countries for December 3-4, 2009, was organized under the joint leadership of the World Bank, the Inter-American Development Bank, and the Caribbean Development Bank. In light of the success of the Manila workshop, the target audience was broader with representatives from public and private domestic institutions, private sector, civil society, and selected donors.

Publication:
The workshop was designed to give participants the opportunity to learn from successful projects – though not exclusively, in Latin America -- in key infrastructure sectors, to brainstorm how to integrate best practice into their own activities, and to establish a common platform moving forward.

The workshop has four modules:

Module 1: Learning from Successful Projects
Module 2: Listening to Men and Women’s Needs for Infrastructure and Infrastructure Services
Module 3: Sector Customization
Module 4: Monitoring Results and Evaluating Outcomes

The regional workshops will be followed by a publication on Gender and Infrastructure, which will compile lessons learned, and tools developed from the workshops as well as case materials. In addition, the documentation will be posted on the sponsoring institutions’ websites.

1: El taller se inició con un panel presidido por Sr. Carlos Felipe Jaramillo, Director del Banco Mundial para los países andinos, al que se unió por videoconferencia Sra. Pamela Cox, Vicepresidente de la Región Latinoamérica y el Caribe del Banco Mundial, y Sra. Ana María Rodríquez-Ortiz, Representante de BID en Perú. Seguidamente, Sra.Nidia Vilchez, Ministra de la Mujer y Desarrollo Social del Perú, realizó un discurso de apertura.

1: The workshop opened with a panel chaired by Mr. Carlos Felipe Jaramillo, World Bank Country Director for the Andean countries, who was joined via videoconference by Ms. Pamela Cox, World Bank Regional Vice President, and Ms. Ana María Rodríguez-Ortiz, Peru Country Representative, IADB. 2. Following the opening session, Ms. Mayra Buvinic of the World Bank gave a presentation on this institution’s Gender Action Plan. Ms. Dominique Lallement outlined the structure and expectations of the workshop, and Mr. Andrew Morrison of the IADB provided a summary of the panel’s activities.video

3: Los proyectos de éxito permiten aprender lecciones que pueden ser utilizadas en el diseño de un nuevo proyecto. El panel presidido por Shireen Lateef del Banco Asiático de Desarrollo dio a conocer experiencias innovadoras dentro de los programas de caminos rurales de Perú y Colombia y del programa en energía solar de Bután.

3. Successful projects offer lessons that can be applied to the design of new projects. At the panel chaired by Ms. Shireen Lateef of the Asian Development Bank, a number of innovative experiences were discussed related to rural roads programs in Peru and Colombia and to the solar energy program in Bhutan.video

4: El taller empleó la técnica de grupos de trabajo para facilitar a los participantes compartir nuevas experiencias e ideas y sensibilizarse con los roles de todas partes interesadas en los proyectos de infraestructura. En cada uno de los módulos tuvo lugar un grupo de trabajo cuyos resultados se presentaron en una sesión plenaria.

4. The workshop used the working group technique to enable the participants to share new experiences and ideas and to build awareness regarding the roles of all parties interested in infrastructure projects. Each module had a working group whose results were presented at a plenary session. video

5: Escuchar las necesidades de hombres y mujeres en los servicios de infraestructura supone un paso muy importante para integrar con éxito la igualdad de género en el diseño o rediseño de los proyectos.

Desarrollo se presentaron experiencias de proyectos en Paraguay, Haití, Guatemala y Brasil. Estos proyectos ilustraron qué se puede hacer en las actividades de abastecimiento de agua en zonas rurales e indígenas, de gestión integrada de recursos hídricos y de eficiencia energética en zonas peri-urbanas..

5. Hearing the needs of men and women involved with infrastructure services represents a very important step forward in successfully incorporating gender equality into project design or redesign.

During the session headed by Ms. Yeshi Dejene of the African Development Bank, experiences with projects in Paraguay, Haiti, Guatemala, and Brazil were shared. These projects illustrate what can be achieved through activities related to water supply to rural and indigenous areas, joint management of water resources, and energy efficiency in peri-urban areas.video

6: Se realizó un juego de rol por grupos de trabajo sectoriales de energía, transportes, riego, y agua y saneamiento. Esta técnica sirvió para profundizar en las situaciones a las que cada uno de los participantes se enfrenta diariamente. Además, estimula la creatividad en busca de soluciones para alcanzar objetivos específicos y facilita la resolución de conflictos. El juego animó a muchos participantes que realizaron extraordinarias interpretaciones de los papeles asignados

6. A role play exercise was organized for the energy, transport, risk, and water and sanitation working sectoral groups. This technique served to provide in-depth information on the situations facing each participant daily. In addition, it encourages creative problem-solving with a view to finding solutions to achieve specific objectives and facilitates conflict resolution. The exercise energized many participants, who came up with remarkable interpretations of the roles assigned. video

7: Los proyectos de infraestructura generan muchos beneficios aunque también pueden provocar numerosos riesgos ambientales, sociales y de otros tipos. Los participantes al taller se capacitaron en la gestión de riesgos sociales, escuchando y debatiendo sobre la experiencia de proyectos exitosos.

7. While infrastructure projects offer many benefits, they can also create a host of environmental, social, and other risks. Participants in the workshop received training in social risk management, which included listening to and discussing experiences involving successful projects.

8: En el módulo presidido por Michaela Bergman del Banco Europeo de Desarrollo y Reconstrucción se discutió sobre cómo los numerosos sectores de infraestructura pueden integrar la igualdad de género y beneficiarse de la sinergia entre sectores.

8. At the module chaired by Ms. Michaela Bergman of the European Bank for Reconstruction and Development, discussions were held on ways in which the large number of infrastructure sectors can integrate gender equality and benefit from synergies among sectors.
The project fair provided an opportunity to share experiences related to a host of projects, using various communications media. video

9: El monitoreo de los resultados alcanzados durante la implementación de los proyectos y las medición de sus impactos se discutieron durante el ultimo modulo del taller, liderado por Denise Noel-DeBique, presentando a los participantes importantes conceptos y herramientas de monitoreo.

9. During the final workshop module led by Ms. Denise Noel-DeBique, monitoring of results achieved during project implementation and measurement of their impacts were discussed. Participants were presented with important monitoring concepts and tools. video
