The World Bank has strengthened emphasis on working with government, communities, and other partners to ensure that support benefits Colombia's overall development.  The following are some examples where assistance has resulted in a positive impact on the ground.

Health and Education

The World Bank has provided a total of US$215 million to support education and health care in Colombia. In education, World Bank efforts have been aimed at service decentralization and improvement focused in the poorest areas. One of the projects funded by the Bank is the Higher Education Project that strives to broaden access and increase equity in tertiary education.

The Bank has provided more than US$617 million to support multisectorial health care, education, and labor reforms. In its first two phases, the Programmatic Labor Reform and Structural Social Adjustment Project provided more than 350,000 children with access to nutritional services between 2002 and 2004; achieved 92 percent coverage for polio and triple viral vaccines for children between zero and one year old; created an unemployment grants program for 41,000 beneficiaries; and helped one million poor people join a subsidized health care system. This project also helped 257,000 children attend school, among other achievements.

Employment

The three-year Manos a la Obra workfare program, for which the Bank lent $100 million, provided 90,000 year-round, part-time jobs for the poorest members of the work force in 2000-2003. In addition to lessening unemployment among Colombia's lowest-income citizens, the project improved conditions in urban communities that have been hard hit by Colombia's economic downturn. Construction and repair work made possible by the project targeted schools, sanitation systems, roads and bridges, and health clinics. All the work was undertaken in urban areas, because that is where the unemployed poor are concentrated.
