The Infrastructure Action Plan recommends the implementation of country-specific standardized yet flexible diagnostics of the infrastructure sectors in order to identify lending opportunities and policy based operations. These diagnostics are called "REDIs," short for "recent economic developments in infrastructure." As a new policy dialogue instrument, the objective of the REDI is to sharpen the focus of the Bank’s country-level dialogue by basing analysis on improved quantitative information. The REDI provides diagnostics for a given country on that country's state of infrastructure services and institutions, and the associated investment needs. It also provides diagnostics on related and emerging policy issues for that country. The REDI Colombia is the first study of its kind performed in Latin America. The purpose of this study is to provide an integral evaluation of recent economic developments in Colombia’s infrastructure sectors. Specifically, the study covers the electricity, natural gas, telecommunications, water, and transport sectors. However, rather than treating each sector in isolation, the discussion is organized around a number of major themes that are of relevance for infrastructure as a whole: First, the study considers the extent to which the infrastructure sectors are advancing or hindering the competitiveness of the productive sectors of the economy. Second, the study looks at the social dimension of infrastructure, examining the extent to which infrastructure services are available to all citizens on an equitable and affordable basis. Third comes an analysis of the strengths and weaknesses of the institutional, legal and regulatory framework that governs the provision of infrastructure services. Fourth, the financing needs of the infrastructure sectors are assessed, considering the potential contribution of both public and private sources of finance. The Colombia REDI is based on a dozen background studies that provide an in-depth analysis of each of the major themes described above, as well as a more detailed assessment of the situation faced in each of the five infrastructure sectors covered in this study.
