Since joining NOIE in 2001 Ashley has managed a program of activities to accelerate the uptake of e-Business in Australia. In July of this Ashley also assumed responsibility for the oversight a range of regulatory issues such as e-security and developing a strategy to address SPAM. Ashley worked in Department of Foreign Affairs and Trade from 1998 to 2001as the Department's Information Industries Market Access Facilitator – responsible for IT market access and international new economy issues. During the late 1980's and early 1990's he held a number of positions in the Department of Industry Science and Resources working in IT industry development and the de-regulation of the Australian telecommunications industry. Has also worked on policy reviews of the automotive, chemicals and building and construction industries and also played a part in the establishment of the R&D tax concession.

Mr. Richard Simpson is the Director General, Electronic Commerce with Industry Canada, and is responsible for the development and implementation of the department's overall strategy for electronic commerce. In this capacity, he has played a central role in designing Canada's policies on electronic commerce at the domestic and international levels. One of his primary tasks was to direct preparations for the OECD Ministerial Conference on Electronic Commerce held in Ottawa in October 1998. He has continued to play a key role within the OECD as Chair of the Working Party on the Information Economy, the FTAA (as Vice-Chair of the E-Commerce Experts' Group), the WTO, ITU and other international bodies dealing with aspects of electronic commerce. He was appointed as a member of the Commonwealth's Expert Group on Information Technology by the Secretary General, and played a prominent role in the work of the G8 DOT Force, which reported to G8 Leaders at their Summit in Kananaskis in June 2002.

Mr. Simpson has worked in the field of communications and information technology since 1975, occupying senior executive positions at the national and international levels. He was the Executive Director of Canada's Information Highway Advisory Council from 1995 to 1997. The Advisory Council was a group of 29 senior private sector executives, appointed by the Minister of Industry to advise the Canadian government on issues pertaining to the development of communications and information technologies in Canada. The Council's Final Report, Preparing Canada for a Digital World, which was published in September, 1997, became the foundation for Canada's leading edge policies on connectivity, electronic commerce and the Internet.

From 1992 to 1995, Mr. Simpson served as Assistant Vice-President for Telecommunications and Technology with the Commonwealth of Learning (COL) in Vancouver, B.C., where he had overall responsibility for its technology programs in support of distance education in developing countries within the Commonwealth. He also was interim President of the organization from March to September 1995. Prior to joining COL, Mr. Simpson was Director General, New Media, in the Canadian Department of Communications. From 1987 to 1988, he played a central role in the development of a comprehensive national telecommunications policy for Canada. His academic career included graduate studies at the University of Windsor and at Queen's University in Kingston, Ontario.

Tadao Takahashi is Special Adviser on ICT issues to the Secretariat for Communications and Strategic Affairs (SECOM)/Presidency of the Republic in Brazil.

He is the Director-General of the Institute for the Information Society (ISI), an NGO founded in Brazil in 2003 to conceive of and carry out studies and projects in ICT for Development in developing countries.

Tadao is active in several international initiatives related to ICT and the Internet, including the following:

Institute for the Connectivity of the Americas (Member, Hemispheric Advisory Board)

    Tadao was: the founder and first director of the Brazilian Research Network – RNP (1988-1996), which deployed the Brazilian Internet; one of the architects of the Internet Steering Committee of Brazil and its member for two mandates (1995-1996, 1999-2002); the principal architect and director of the Program for the Information Society – SOCINFO (1999-2003)

Mr. Solines has advised local and foreign companies and government agencies in telecommunications policy, Internet initiatives and other legal and regulatory issues involving information and communication technologies (ICT). Worked on intellectual property litigation, software protection and domain name disputes, competition and fair trade issues. Current legal advisor for the Technology Committee of the Ecuadorian American Chamber of Commerce. Business Law and Contracts are other fields of practice.

Mr. Solines has advised public and private sector in Latin America about new ICT-related opportunities and the roles they could play in the emerging Information Society. Gobierno Digital provides consulting services to help governments, civil society organizations, private sector and international institutions to set and achieve technology policy, management and business goals and strategies. Conducts e-readiness and e-needs assessments, process restructuring analysis and websites usability studies. Develops a global and regional ICT knowledge based on identified lessons and best practices, premier global events, governments e-strategy sessions, public-private discussions, and news monitoring.

As the Director of the Agenda Nacional de Conectividad, Mr. Solines leaded the group that formulated the strategies to incorporate, in a single agenda, all the projects that involve ICT in Ecuador. As a new governmental initiative, the Agenda was aiming to provide advice on ICT projects and potential sources of funding. Represented Ecuador in the former FTAA's Committee of Experts on Electronic Commerce. Also in charge of international affairs of the Telecommunications Regulatory Agency.

Mr. Solines currently teaches courses in Electronic Commerce and Law and New Technologies.

Dr. Büscher was born in 1952 in Lower Saxony in Germany; he holds bachelor degree and Ph.D. in Economics. Before joining the EC in 1989, he worked at the Ministry of Economic Affairs in Germany for nine years. In the European Commission, he has been working in different areas, such as a Member of the Cabinet of Bangemann, a special Adviser for Industrial Aspects of the Information Society, Head of Unit for Standardization, Head of Unit for Industrial Aspects of Electronic Commerce and since May 2000 Head of Unit for E-Business, ICT industries and services.

Holding a degree in Social and Economic Disciplines, he has been working for the Euro Info Centre of Milan since 1989, planning and developing information services for small and medium sized companies. He managed a number of projects at national and international level. In the last years he specializes in e-business related issues, managing the Italian Euro Info Centre information campaign on e-business and becoming the project manager of ebusinesslex.net, the legal portal on e-business co-financed by the European Commission and covering 20 European states. He's also member of the European e-business Support Network Steering Committee, speaker and author of a number of contributions on e-business policies related issues.

Actualmente es Sub-Director del Programa de Tecnologías de la Información de CORFO. CORFO es la agencia gubernamental responsable del fomento a la innovación e incorporación de tecnologías en las empresas y particularmente las PYMES. En este cargo tiene  la responsabilidad de desarrollar programas para la masificación de las TICs en las PYMEs  así como el desarrollo de actividades para la industria TIC para lo cual ha tenido una activa coordinación con las Asociaciones Gremiales así como con los sectores públicos.

Es miembro del Grupo de Acción Digital (GAD) que supervisa la implementación de la Agenda Digital público privada. En ese contexto es responsable del capítulo despegue de la Industria TIC y de algunas de las iniciativas del capítulo masificación de las TIC en las empresas.

Fue Director del Programa Plataforma Integrada de Servicios Electrónicos del Estado cuyo objetivo es definir las normativas, estándares de interconectividad y los procesos operacionales y técnicos de una plataforma que facilite la interconexión entre todos los Organismos del Estado así como con las empresas privadas. En este cargo tiene coordinaciones con los jefes de servicio y de informática de los diferentes Organismos y Servicios públicos.

Anteriormente fue socio de una empresa de consultoría e integración de sistemas eBusiness Technology que fue pionera en el desarrollo de Internet, participando activamente en el desarrollo de proyectos emblemáticos.

Esteban Segura es el responsable de la institución que administra fondos para el desarrollo de proyectos de mejora en la gestión de las empresas aprovechando las tecnologías de la información, el trabajo asociativo y la certificación de calidad. Durante su operación se han apoyado a más de 1200 pequeñas y medianas empresas, a quince comunidades de negocios a nivel nacional, con proyectos por más de US$ 5.000.000.

Los proyectos más importantes han sido la creación de una central de compras electrónica de librerías a nivel nacional, la incorporación de proveedores Pyme al portal almacenesparis.com, el apoyo a grupos que se preparan para obtener su certificación ISO 9000-2000 y la  participación en la misión tecnológica a Estocolmo, Suecia con 14 empresas del sector tecnológico en la que presentó la situación de la Pyme chilena frente a las TIC.

Como gerente de esta empresa relacionada a la CCS, su misión es el desarrollo del negocio de la certificación electrónica en Chile.                                                                                
Ha dirigido los equipos que permitieron la implementación de una Autoridad Certificadora y su red de registro a nivel nacional obteniendo la acreditación del Ministerio de Economía, para hacer de E-certchile la primera empresa con licencia para emitir certificados digitales de firma avanzada en Chile.
