Banking Systems

The Finance Group has developed several lines of work as part of its dialogue with country authorities on banking sector reforms. A series of projects are under way including analytical and policy work on efficiency and competition in the provision of banking services and on the quality of bank supervision, banking laws and the safety net.

The Finance Group is advising countries on removing obstacles towards increased bank efficiency, reducing lending costs and further extending the share of the population that has access to financial services including payment, saving and lending services. Specific projects are being developed on the determinants of costs and revenues of different banking products: retail, housing and commercial lending. Strategies to strengthen efficiency also include the analysis of market and product segmentation, the quality of governance and regulatory impediments to more efficient productive structures.

Efficient regulation and supervision, on the other hand, is required to support bank stability. Members of the Finance Group are actively discussing with financial authorities how to strengthen supervisory practices and assist the transition from the traditional view of “compliance”-based supervision toward risk-based supervision. The Group has also contributed to reforms of the safety net to minimize the cost of banking crises through bank restructuring, liquidation, and deposit insurance schemes.
