Gabriel is a labor economist who has worked on a number of projects for the World Bank, including studies of informal employment in Argentina and crime and violence in the Caribbean and Central America. He is also the principal economist in the poverty group for Haiti and worked closely with the Haitian government to support the development of its Poverty Reduction Strategy Paper. He has published work in academic journals on poverty mapping, poverty and growth analysis, and the economics of crime. He was also Economic Policy Advisor to Howard Dean during his 2003-04 presidential campaign. Currently, he is teaching economic development as an adjunct professor at the Johns Hopkins School of Advanced International Studies (SAIS). Born and raised in the United States, he has also studied in Argentina and Mexico and speaks both Spanish and French. He was selected as a Young Professional in 2003. Gabriel holds a Ph.D. in economics from the University of California-Berkeley and bachelor's degrees in civil engineering and humanities from the University of Texas at Austin.
