Emmy, a Peruvian national, holds a Master of Public Policy with concentration in International Policy and Development at Georgetown University. She obtained a BA in Economics at Pontificia Universidad Catolica del Peru. She has worked with LCSHS/ Social Protection team on the Bolivia's social protection strategy and a background paper on poverty, exclusion, and vulnerability for the country's programatic AAA. Emmy has done research on social programs efficiency, specifically for Peru's "Glass of Milk" using a Public Expenditure Tracking Survey. Before joining the Bank she worked in Peru as technical assistance coordinator in one of USAID's development projects related to business competitiveness, and previously as economic analyst of public policy issues, market studies, and survey data analysis at APOYO Consultoria.
