The Ministry of Finance organized with the support of the Bank an international seminar on the 'Institutional Framework for the Ownership Organization and the Supervision of State Owned Enterprises (SOEs)'. The seminar was held on April 15 in Asuncion, Paraguay, and over 70 participants (from Congress, private sector, unions and the media) attended the event.

The objective of the Seminar was to develop a consensus on the relevance of the reform of the State supervision of SOEs, currently underway in Paraguay. During the Seminar, there were presented international cases and practices from the OECD and the region, including the cases of Chile, Paraguay and Spain, and the recent trends in OECD countries.

s. Singer presented the Chilean SEP,  a government technical agency, which main function is to represent the State's interests in those enterprises owned by it


Angel Fernandez Alvarez, Director of Cabinet, SEPI (Sociedad Estatal de Participaciones Industriales), Spain 
Mr Fernandez presented the Spanish SEPI, a state-owned holding company, reporting to the Ministry of Economics and the Treasury of Spain


Alexandre Arrobbio, Senior Public Sector Specialist, LCSPS 
 
Mr Arrobbio presented the institutional framework and practice in OECD countries for the supervision of SOEs


Javier Parquet, Legal Consultant 
Mr. Parquet presented the institutional structure in Paraguay and the establishment of a Public Agency for Monitor and Supervision of SOEs in Paraguay
