An important factor in each disaster mitigation project is the strengthening of local and national disaster management groups, training of disaster management officials, support for institutionalizing building codes and land use planning, and the development of internal competencies to identify and mitigate risks.  Institutional Strengthening implies bringing to the table all the actors involved in identifying and reducing the risk, preparing and responding to the emergencies and disasters, rebuilding and planning reconstruction, and financing the remaining risk.   All these will require dialogue with government institutions, private sector, non-governmental organizations, and communities.

The role of public institutions at the local, national, and international level in increasing the country’s resilience to adverse natural events is key to effective disaster risk management.  Emphasis should therefore be placed on training these agencies and promoting dialogue between actors to improve the region’s capacity to manage disaster risks and disaster events.  Adopting relevant legislation at all levels of government will help the various institutions carry out their respective tasks.
