Mexico Infrastructure Public Expenditure Review (IPER), October 2005
This Infrastructure Public Expenditure Review presents options for addressing infrastructure services needs in Mexico, including (a) improvements in program design and budget allocations, (b) efficiency gains in service provision, and (c) increased private sector participation and financing in a manner consistent with the government's goals for economic growth, and within its fiscal constraints. Three infrastructure sectors-water supply and sanitation, transport, and electricity have been selected for inclusion. The study is structured in five interrelated chapters:


Honduras Strategic Modernization Plan of the Water and Sanitation Sector, September 2005 s (2M pdf) 
PEMAPS is an effort by the authorities of Honduras, through the National Council of Water and Sanitation (CONASA) to strengthen the decentralization strategy of services according to the Water and Sanitation Law of 2003.   The Plan presents a brief view of the sector and synthesizes the general politics and strategies of the sector, presenting proposals and profiles of specific projects in a timeline of activities until the end of 2008.  The development of this Plan was financed with resources from the Public-Private Infrastructure Advisory Facility.


Ten Years of Water Service Reform in Latin America: Towards an Anglo-French Model, January 2005 (379kb pdf)
During the 1990s, most countries in the Latin American region undertook major reforms of their water supply industries. However, while the breadth of the reform process in Latin America is impressive, the depth of reform varies substantially across countries and unquestionably falls far short of what has been achieved contemporaneously in other infrastructure sectors (notably, electricity and telecommunications). The purpose of this document is to provide a synthesis and evaluation of the reform experience in the Latin American water supply industry during the eventful decade of the 1990s.

 

Colombia Recent Economic Developments in Infrastructure (REDI), November 2004
The purpose of this study is to provide an integral evaluation of recent economic developments in Colombia' s infrastructure sectors.  The report stipulates Colombia needs to enhance its performance on productive infrastructure, while preserving its achievements in the social sphere.
