Lima, Peru, December 5, 2006.-- Marcelo Giugale, World Bank Director for Bolivia, Ecuador, Peru and Venezuela, introduced the study An Opportunity for a Different Peru : More Prosperous, Equitable, and Governable at the National Library of Peru. The ceremony was attended by the President of the Republic, Alan García.
“The reason why I have come, Marcelo Giugale, is to thank you in the name of Peru; I believe this is an invaluable text… I believe it is the most serious effort that any institution has ever done regarding our country. It is not simply a historical, generic sociological account, but a very concrete diagnosis, a proposal of solution with which we have enormous coincidence,” said President Garcia at the end of his 1 hour and 38 minute speech.
A team of national and international experts joined Giugale to launch the most important publication about Peru prepared by the Bank in the past five years. The study provides a conceptual framework for the analysis of 34 sector policies and aims at “providing the government with an assessment, a sector based collection of lessons learned, pending issues and possible solutions, in order to make a contribution to the national discussion on these topics by pointing out technical and independent policy options.”
The study highlights the country’s “unprecedented opportunity” to become “the next success story of Latin America". Additionally, it explains that growth is a necessary condition but will not suffice for the success of the country. "There is a need to consolidate the excellent macroeconomic base and achieve the transformation of the country through reforms focused on three objectives: an employment-generating economy; a new social contract and a government that can make Peruvians feel proud and which offers the services they need.”
The ceremony included remarks by Hugo Neira, Director of the National Library of Peru; Patricia Teullet, CEO of COMEX; Gaston Garatea, President of the Mesa de Concertación de Lucha contra la Pobreza (Joint Committee for Poverty Reduction), and Claudio Herzka, President of IPAE (the Peruvian Institute of Business Management.)
The conference was broadcast by videoconference to audiences convened in the cities of Cusco (Instituto Cultural Peruano Norteamericano), Huancayo (Universidad Nacional del Centro del Perú) y Trujillo (Universidad Privada Antenor Orrego) through the facilities of the Global Development Learning Network based in Peru at the Pontificia Universidad Catolica of Peru (GDLN-PUCP.)
The GDLN is the World Bank network based on cutting-edge technology combined with distance learning approaches that provides permanent debates and promotes the establishment of learning communities on priority development issues. In Peru, the GDLN is under the national coordination of the Pontificia Universidad Católica del Perú (GDLN Perú-PUCP).
