The Country Assistance Strategy (CAS) for Trinidad and Tobago (T&T) has four main characteristics. First, the Government has requested for a 10-year CAS to ensure consistency in economic management across election cycles. As there is a broad consensus between the Government and the Opposition parties on the development agenda and the direction of market-oriented economic reforms, a 10-year CAS serves as a comprehensive development framework for all three political parties. Second, the main objective of the CAS is to support the poverty reduction effort of the Government. Third, the CAS proposes a set of core benchmarks relating to incidence of poverty against which the effectiveness of the Bank strategy should be judged during the implementation period. Fourth, the CAS was prepared following a participatory approach, which started in May 1998 with discussions between Bank Senior Management, the Prime Minister and key Ministers. This was followed by several meetings with the Government, external donors based in Port of Spain, private sector and civic groups. Focussed workshops on key sectors such as the oil and natural gas, youth issues and social development, education and financial sector facilitated in the design of this CAS.
