| Djibouti joined the World Bank in 1980. Since then, the focus of the World Bank assistance has been to foster sustainable economic growth and reduce poverty in the country. World Bank Country Assistance Strategy (CAS) In May 2009, the World Bank adopted its second Country Assistance Strategy for Djibouti covering the period 2009 -2012. The CAS, developed in close partnership with the Government of Djibouti, serves as a roadmap for World Bank assistance to the country. The country assistance strategy (CAS) for FY2009-2012 is based on Djibouti's National Initiative for Social Development (INDS). The CAS is framed around three strategic themes aligned with the INDS: 1) supporting growth: The Bank will support the Government's efforts to strengthen the business environment, with a focus on reducing constraints and costs to private sector development, especially in the power, telecommunications, and financial sectors; 2) Supporting human development and access to basic services: the Bank will help Djibouti increase access to and quality of education and health services, and strengthen social protection and direct support to poor people; and 3) supporting governance and public sector management: the Bank will continue to engage in policy dialogue and technical assistance to strengthen the budget process and improve monitoring and evaluation.  More on the World Bank's Country Assistance Strategy for Djibouti
