This innovative workshop focuses on mainstreaming gender into infrastructure projects. The event is a part of regional series sponsored by the Multilateral Development Banks Gender Working Group, that seek to promote MDG3: “Promote Gender Equality and Empower Women”. The workshop brings together development practitioners from the public and private sectors, government agencies and academics, to build practical, hands-on skills for gender mainstreaming throughout the project cycle. The format allows participants to share knowledge and best-practice on gender equality in infrastructure projects from across the world, and address real-time issues such as client needs in light of the current international economic crisis. The main sectors covered by the workshops will be Energy, Transport, Water and Sanitation, and Irrigation.

The Gender Equality in Infrastructure workshop for the Africa Region, is part of a series sponsored by the Multilateral Development Banks Gender Working Group (MDB)[1]. The workshops aimed to:
develop the capacity of MDBs’ and client countries’ staff to mainstream gender in infrastructure operations throughout the project cycle, including results monitoring and evaluation;
introduce the participants to different analytical tools to mainstream gender in infrastructure projects and sectors;
share knowledge and experiences on gender equality in infrastructure projects;
promote gender equality in infrastructure policies, programs and projects, which are key national priorities and represent a substantial share of international and bilateral development assistance;
develop a common platform of work across MDBs; and
Identify key entry points for policy-dialogue.
The objectives of the workshops are aligned with MDG3, “Promote Gender Equality and Empower Women”. Mainstreaming gender equality in infrastructure projects ultimately intends to:
(i) foster equal participation of women and men in infrastructure projects design, implementation and equal sharing of benefits;
(ii) ensure that women’s needs as well as men’s needs for infrastructure services are taken into account; and
(iii) ensure women’s economic empowerment, through equal access to (i) the infrastructure labor and other markets and (ii) the opportunity to create enterprises directly or indirectly related to infrastructure investments and development, including having women-owned enterprises participate fairly in bidding for works and services.
The main sectors covered by the workshops will be: Energy, Transport, Water and Sanitation, and Irrigation.
The first workshop took place in Manila in November 2008 under the joint leadership of the World Bank and the Asian Development Bank. The second workshop took place in Lima in December 2009, under the joint leadership of the World Bank and the Inter-American Development Bank, with the co-sponsorship of the Caribbean Development Bank.
The third workshop is planned for African countries in 2011, under the joint leadership of the World Bank and the African Development Bank. The proposed Gender and Infrastructure workshop will be the third regional learning event. It focuses on the Africa Region, to increase the capacity of the Banks’ staff, country and co-financing partners in mainstreaming gender in infrastructure policies and projects, with a view of enhancing pro-poor growth, sustainable development, and poverty reduction in Africa.
Co-sponsors: As for the first two regional workshops, the Africa’s event will be sponsored by the World Bank and the African Development Bank under the umbrella of MDBs’ Gender working group, with the possibility of co-sponsorship of other major development banks and partners active in the Region, such as GIZ and CIDA.
Publication: The workshop is designed to give participants the opportunity to learn from successful projects in key infrastructure sectors, to brainstorm how to integrate best practice into their own activities, and to establish a common platform moving forward.
The Africa Workshop will include five modules:
Module 1: Emerging Consensus on Gender and Development: Institutional Perspectives and Empirical Evidence Module 2: Mainstreaming Gender in Infrastructure Policies and Projects:
Module 3: Tools to Mainstream Gender in Infrastructure Projects and Programs Module 4: Framework for Measuring Results and Impacts in mainstreaming gender into infrastructure projects Module 5: Action Plan for mainstreaming gender into infrastructure at the country level
The regional workshops will be followed by a publication on Gender and Infrastructure, which will compile lessons learned, and tools developed from the workshops as well as case materials. In addition, the documentation will be posted on the sponsoring institutions’ websites.
[1] The Multilateral Development Bank Gender Working Group was set up in 2001 with the aim of strengthening information sharing and collaboration among Multilateral Development Banks on gender equality in operations. Members include the Asian Development Bank, the African Development, Inter-American Development Bank, the European Bank for Reconstruction and Development, and the World Bank.
