In addition to its Emergency Reconstruction and Rehabilitation Program, the World Bank is working with the Iraqi Ministries in laying the groundwork for medium-term policies and development issues. This is carried out through an ongoing analytical program which provides timely discussion of critical issues facing Iraq, and analysis of specific sectors. Four recent papers prepared under this program-on investment climate, state-owned enterprises, food grain markets and trade reform-were released as work in progress at the third meeting of the IRFFI donors held in Tokyo, October 13-14.
