IDA Projects in Iraq

Third Emergency Education (US$100 million)
Aims to help Iraq alleviate school overcrowding through the construction of 82 new schools in 15 governorates, benefiting 57,000 students. The construction program will be supplemented by technical assistance to lay the groundwork for comprehensive education reform.
Status: Local cost increases and currency fluctuations reduced the number of schools that could be financed from the credit from 82 to 59.

Emergency Road Rehabilitation Project (US$135 million)
Finances the rehabilitation of highways and village access roads in Central and Southern Iraq. Three floating bridges will also be replaced with permanent structures.
Status: Although still slow, implementation has significantly improved. The project Mid-Term Review took place in March 2009. The KRG component is entirely contracted and is disbursing. The Central
and Southern Iraq components are expected to move forward more quickly due to a large highway contract to be bid (Um Qasr-Zubair road).

Dokan and Derbandikhan Emergency Hydropower Project (US$40 million)
Aims to upgrade electricity supply primarily in the Kurdistan region, but also nationally through its connection to the national grid. About 490,000 households will benefit directly, as well as a number of industries.
Status: The next step in the project is the preparation of an Environmental and Social Impact Assessment with a Dam Safety Assessment for future projects. The PMT signed Phase II of the Consultant Contract supporting project implementation. Bank local staff have undertaken several supervision missions to Irbil. More

Emergency Electricity Project (US$124 million, with a companion ITF grant of US$6 million)
Aims to restore the base load generating capacity of the Hartha power plant and build capacity at the Ministry of Electricity.
Status: Negotiations of the Hartha Rehabilitation contract, the main contract which would commit the entire IDA credit, has been ongoing for over a year. After suspending contract negotiations, the company recently agreed to sign the contract in April 2009 which will be a major milestone for the plant’s rehabilitation.

Emergency Water Supply Project (US$109.5 million)
Aims to improve the quantity and quality of water in four high priority governorates through the rehabilitation and upgrade of the water supply and distribution infrastructure, and engage the government to develop a sustainable water sector policy.
Status: The Credit Agreement was signed in October 2008 and the Bank agreed to the Ministry of Finance’s request to extend the effectiveness deadline from January to April 2009. Bidding for three
rehabilitation contracts (about US$66.5 million) is underway; about US$103 million worth of works contracts have been launched. More
