Afghanistan: Emergency Education Development and Rehabilitation Project

Challenge:

Improvements in the education sector needed to be achieved after reports showed, in 2001, the net enrollment rate for boys was estimated at 43 percent and at 3 percent for girls.

Examples of Impact:

• Enrollment of children in Grades 1-12 increased across the country from 3.1 million to just over 5 million (of which 1.75 million are girls).
• Tertiary enrollments increased from about 23,000 to almost 40,000 (including 8,000 females).
• 58 schools (mainly for girls) were rehabilitated and/or constructed in under-served areas of Afghanistan.

Approach:

• Focus on increasing access to education opportunities, especially for under-served groups.
• Support the development of a policy framework with NGOs, the private sector, and through other partnerships.
• Introduce distance learning technology to increase their knowledge through global awareness.

Challenges Remaining:

The greatest risk to expanding the program is the deteriorating security situation in the southern provinces. Implementation of this project in the region has become more difficult each day with increased numbers of murders of teachers and school officials.
