Afghanistan: Emergency Communications Development

Challenge:

Over 99% of the population lacked access to any communications network and it was nearly impossible for the government to effectively coordinate its operations.

Example of Impact:

The number of telephones in Afghanistan has increased from 57,000 in 2002 to 2.16 million in 2006 and costs have fallen from $2/min to $0.10/min. The proportion of telephone users has increased eight-fold.

Approach:

• Connections were linked with Pakistan's to reduce costs and allowed Afghanistan to have international telecommunications traffic.
• Attracting private investments and encouraging competitive forces lowering cost and increasing access for ordinary.
• Four competitive mobile communication and seven internet service providers have lowered costs for consumers and improved service.

Challenges Remaining:

The sector must be further developed as over 60% of business still view communications as an obstacle, rural areas must also have increased access to these networks.
