The primary aim of the Operational Manual is to provide a general understanding of the basic principles underlying the ICP and how that knowledge impinges on the efficiency of its implementation and management of its operations. To this end, the Manual serves both as an operational guidebook for planning, coordinating and monitoring the implementation of the program, and as a source of reference materials and step-by-step guidelines for price surveys. It also guides compilers of expenditure weights and offers them a useful tool to validate data.
Though the Manual is designed to be a self-standing and complete document, it remains subordinate to, and derives its general principles from, the Handbook. In its current form, the Manual is a live document in that it is a work in progress and it provides a first attempt at managing some important issues in light of the significant changes introduced in the 2005 ICP round. It will be incrementally iterated and expanded significantly, moving forward. Such changes will be announced on the ICP homepage, so that users will use the latest version. The Manual will go through major revisions and updating at the end of the 2005 round, taking into consideration problems encountered and experiences gained. The final version will be printed and translated for distribution before the next round is launched.
