One of the most important defining elements of the 2005 ICP Round is the broad and effective partnership of the program. Global, regional and national implementing agencies play key roles in the management and coordination of the program, sharing common priorities and objectives. The ICP Global Office - Housed in the World Bank, the Global Office serves as the global coordinator of the ICP. The Global Office ensures that adequate funding is mobilized to finance the program, and makes certain that the ICP operational strategic framework is translated into effective actions and is carried out on schedule and within budget. It coordinates the formulation of regional work plans and timeframes, and oversees their implementation. The Global Office works in close consultation with the ICP Technical Advisory Group (TAG) to develop methodological principles and procedural guidelines. Regional Coordinating Offices - Regional Coordinating Offices are responsible for the day-to-day management and coordination of national programs in their respective domains. They are committed to promoting effective partnership within their own regional constituencies, including ensuring that adequate funding is available to cover the cost of regional coordination. They establish standards following the general ICP strategic framework and enforce their observance in participating countries. They play key roles in assisting participating countries in all stages of the program, from its inception workshops to the publication of final results. Bilateral Statistical Agencies - The ICP has also made special arrangements with the UK’s Office of National Statistics (ONS) and France's INSEE to provide direct technical support to the ICP-Africa. The Australian Bureau of Statistics (ABS) provides technical assistance to ICP-Asia and Pacific. National Executing Agencies - National Statistical Agencies of the participating countries execute the program on the ground. |
