The need for effective partnership is set forth explicitly in the operational strategic framework of the ICP. The framework stresses the importance of:
- Cultivating partnerships with the community of stakeholders to establish ownership of, and accountability for, the program’s outcome;
- Creating a sound and broad-based governance structure;
