ICP-Africa is carried out as part of the global 2005 ICP Round. The short-term objective is to generate quality data to meet the urgent needs of the Millennium Development Goals and Poverty Reduction Strategy Papers. The program is managed and coordinated by the African Development Bank (AfDB), with technical assistance from UK’s Office of National Statistics, and France’s INSEE. Forty-nine countries are taking part both as partners and beneficiaries of the program. As the regional implementing agency, the African Development Bank is accountable to the ICP-Africa Regional Executive Board and to the ICP Global Office, which in turn is accountable to the ICP Global Executive Board. Considering the relatively low level of statistical capacity in most African countries, the proposed program broadens and deepens the statistical capacity building component of the ICP strategic framework. With respect to capacity building, the proposal has the following objectives: - To put in place an integrated set of data collection activities that will enable national accounts to be compiled on timely and regular fashion; and
- To improve the present methods of price monitoring and to expand the scope and coverage of price surveys.
Participating countries are divided according to their capacity to undertake ICP surveys, paying particular attention to their ability to meet the short-term goal of producing reliable Purchasing Power Parity data. Countries with relatively developed statistical infrastructure participate in the full-scale ICP survey. Countries with relatively less developed statistical systems concentrate their resources on getting good-quality data for the consumption items only. Countries with weak statistical systems that are incapable of conducting ICP surveys at any level take part in a rather limited way on an experimental basis, with a view to helping them develop their infrastructure and preparing them for future rounds.
